2010 By Laws of Trail Dust Saddle Club
Article 1
Membership
Section 1. The membership of this corporation is open to any person. Applicants under the age of 18 years must have written permission of a parent of legal guardian.
Section 2. Voting age shall be those members 11 years and older. Members 10 years and under shall be represented by a parent or legal guardian. Families will be limited to one vote total for those children 10 years and under.
Section 3. All dues are to be paid on or by the first day, which the rider competes. Amount to be determined by annual vote of the members. Paid members are entitled to participate in all club activities, according to their level of membership, for the calendar year.
Section 4. All members shall sign a liability release annually exonerating the corporation and all officers of responsibility for loss, damage or injury during club activities or and club premises. A parent or legal guardian shall sign for children under 18 years of age.
Section 5. The corporation will make exceptions for legally emancipated teenagers. They will not have to be under a parent or legal guardian’s control.
Section 6. Membership, at a reduced cost, shall be extended to those who do not wish to ride or compete for year end awards, but are immediate family members of a member rider.
Section 7. Membership in the Trail Dust Saddle Club means a person’s acceptance of all club rules.
Article II
Officers
Section 1. The Officers of the Corporation shall be President, Secretary, Treasurer and a Trail Boss.
Section 2. Any active member, 18 years of age or older (or is a parent or legal guardian of a qualified member), who has been in the club for at least six months, is qualified to be an officer.
Section 3. If an officer is absent from a meeting, the president may appoint a temporary officer to serve for that meeting. When an officer has missed three meetings without sufficient reason the office may be declared vacant by the vote of the remaining officers.
Section 4. The president shall fill any vacancy by appointing another officer for the remainder of the calendar year.
Section 5. Elected officers will receive the value of 6 events per Gymkhana, not to be cumulative no cash value. Officers shall pay the insurance fees.
Article III
Duties of Officers
Section 1. The President shall preside at all meetings and represent the corporation in all matters with the exception of horse activities. The president shall appoint and assist all committees as needed.
Section 2. The Trail Boss shall be in charge of all horse activities and shall appoint the assistant trail bosses. The Trail Boss shall preside over matters concerning the corporation in the absence of the president.
Section 3. The assistant Trail Boss presides over the duties of the Trail Boss, when necessary and assists the Trail Boss at all times.
Section 4. The Secretary shall keep a written record of all corporation meetings, attendance of all activities, responsible for sending flowers or cards to members and their immediate family when necessary and designating and maintaining a mailing address.
Section 5. The Treasurer shall pay bills, sign checks with another officer of the corporation and take care of all corporation financial transactions but only when authorized by direction of the board or the membership, including but not limited to the maintenance of insurance, necessary licenses .
Section 6. In absence of the President, the Trail Boss shall assume the duties of the President and handle other duties assigned by the TDSC board.
Article IV
Meetings
Section 1. The club shall hold one mandatory business meeting per month.
Section 2. The President or Trail Boss may call special meetings. The time of each special meeting to be held will be determined by the President or the Trail Boss.
Section 3. Meetings will be held in an area that will be designated at each prior meeting unless a permanent meeting place is established.
Section 4. All TDSC general meetings should generally follow Roberts Rules of Order.
Article V
Election of Officers
Section 1. The officers and board of directors of this corporation shall be nominated from the floor by the members in November. Elections shall be held at the general meeting in December. Those members so elected shall take office on the first Saturday in January following their election and shall serve a one year term.
Article VI
Conduct of Corporate Business
Section 1. The affairs, property and powers vested in this corporation shall be managed and exercised by the board of directors, consisting of seven or eight board members, or their officers, or agents under the directions of the membership.
Section 2. The number of persons serving on the board of directors may be enlarged to not more than fifteen or decreased to not less than five persons only by a motion passed at one meeting and re-passed at the succeeding mandatory meeting. The board members shall include the most recent past president, current officers and other members in good standing.
Section 3. Any action required to be taken at a meeting of the board of directors may also be taken without a meeting, when consent in writing, setting forth the action taken, is signed by all of the board members entitled to vote at the time the action is taken. Such consent shall have the same force and effect as a unanimous vote of the board members at a duly called meeting.
Section 4. A majority vote of the members of the board of directors shall constitute a quorum at all board meetings. When no quorum is present, the meeting may be adjourned from time to time, without notice, until a quorum is present.
Section 5. The board shall meet upon call of the president or two board members.
Article VII
Seal of the Corporation
Section 1. This corporation shall have no seal, but may at any time adopt a seal by a vote of the board of directors duly recorded in the corporate business minutes.
Article VIII
Bank Accounts, Checks and other Documents
Section 1. All corporation funds shall be kept in one or more bank accounts in the name of the corporation. Checks, notes and other evidence of indebtedness must be signed by any of the following officers, who must be president, vice president, secretary, treasurer, or board member. The corporation shall not transfer any property without notice and consent of a vote by majority of the membership present at any general meeting.
Section 2. The books of the corporation shall be in the custody of the treasurer. All board members shall have a right to access thereto.
Section 3. All other documents and records of the corporation shall be kept in a place designated by the board and noted in the minutes.

2010 Gymkhana Series General Rules
Rule 1. TDSC General Rules shall be decided and voted on annually. TDSC General Rules shall go into effect on January of the following.
Rule 2. Participants under the age of 18 must have a release form signed by a parent or legal guardian before they may compete. A parent or specified guardian shall be present and responsible at all times for the care and control of the child during any TDSC event.
Rule 3. Any member who has been duly notified of a delinquent debt incurred at a game shall be barred from gaming until paid.
Rule 4. No person shall excessively strike in front of the cinch. No person shall excessively whip or spur any horse. Cruelty to horses shall not be tolerated inside or outside of the arena. Concerns of abuse should be reported to an officer or board member. Infractions may lead to ejection from the event by the Trail Boss or two board members.
Rule 5. Uncontrollable, unruly horses or people shall be asked to leave the grounds and may forfeit any and all fees paid for the day. All TDSC officers shall enforce this rule.
Rule 6. Riders shall ride responsibly at all times. All TDSC officers shall enforce this rule.
Rule 7. Riders shall enter the arena within one minute of their name being called and shall cross through the timer within 30 seconds of the Trail Boss’s signal or the rider shall be disqualified.
Rule 8. Trail Bosses’ decisions shall be final as of the end of each Gymkhana. If the rider wishes to protest the Trail Boss’s decision, a $25 fee is required immediately and the decision will be made at the next meeting. If the rider wins the protest, money is refunded ($25). If the rider loses, protest money goes in the club fund.
Rule 9. No stallions to be handled or ridden by any person under age 18. “Stallion” to be defined as an un-gelded male horse over the age of 1 year as of January 1st or their actual birthday.
Rule 10. Bridle type is optional, no halters allowed. Western Saddle with horn, equestrian footwear and long pants are a requirement. NO shorts allowed. Helmets are STRONGLY encouraged by TDSC.
DIVISIONS
Rule 1. Divisions shall be Senior 1 A & B, Senior A & B, Junior A & B, Pee Wee A & B, Lead line and time only. Time Break Committee will have the discretion to add or delete a division.
Rule 2. Senior 1 A&B divisions are ages 39 and over
Senior A& B divisions are ages 17 to 38
Junior A & B divisions are ages 12 to 16
Pee Wee A & B divisions are ages 11 and below
Ages shall be determined by the rider’s age on January 1, 2010.
Rule 3. Lead line division:
1. Lead lines only do the first 3 classes of the day.
2. Will receive participation ribbons in each event they ride.
3. No Daily Hi-Points
4. At year end each qualified rider will receive the same award.
5. Handler must be 16 or older and parental consent to lead the lead liner through the course.
Rule 4. Division and time breaks may be adjusted with the approval of the board of directors. Adjustments to be specified at beginning of year before the first gaming day.
AWARDS
Rule 1. Fun Bucks shall be paid as follows to the first 3 places in each division for each gymkhana event.
1st = $2.00 2nd = $1.00 3rd = $.50
Fun Bucks may be exchanged for ribbons for first through third place. For example, first place $2.00 Fun Buck will buy one first place “Blue” ribbon, etc. Or Fun Bucks may be used towards entry fee payment at the next gymkhana. Pee Wee divisions will be awarded 4th and 5th place ribbons.
Rule 2. A “Daily High Point Award” and “Reserve Daily High Point Award” shall be presented to each of the divisions at the end of each gymkhana day. Points shall be awarded for each gymkhana event by divisions as follows: 1st = 5, 2nd = 4, 3rd = 3, 4th = 2, 5th = 1. The division where a rider’s most points are for the day shall count towards the Daily High Point and Reserve Daily High Point.. All other points in other divisions shall not count for the Daily High Point or Reserve Daily High Point Award.
Rule 3. Hager Award points shall be awarded to the five fastest times of the day in each event regardless of division.
Rule 4. A participation ribbon may be awarded to each rider who did not receive any other ribbons or awards at the end of the gymkhana day.
Rule 5. In case of a tie during any gymkhana event or for Daily High Point Awards, a count of first places on down shall break the tie.
Rule 6. Six events shall count towards Daily High Point Awards in each division. The six events shall be Figure 8, Texas Barrels, Speed Barrels, Poles, Key Race and the Random Event. The Random Event shall not count towards the Daily High Point or Year End Awards in the Pee Wee division. However, the Pee Wee division may run The Random Event for Hager points and will receive fun bucks and ribbons.
Rule 7. If two or more horses are ridden at one gymkhana. You must declare which horse you wish to use for Daily, Year End and Hager points at sign ups each gymkhana. However, a TDSC member can nominate multiple horses for Daily, Year End and Hager awards. There will be a $10 reduced membership fee per each additional horse nominated. Horses that have already been nominated may not be substituted for each other.
Rule 8. Time only division riders shall not be eligible for any points, money, placing year end awards or daily awards.
Rule 9. Non members may ride and qualify for High Point Daily awards, but not qualify for year end awards. (See Rule 13).
Rule 10. Year End Awards shall be:
Hager Award: presented to 1st through 5th places
Lead line: all riders to receive the same award
Yearly High Points shall be figured as follows:
1st = 10, 2nd = 9, 3rd = 8, 4th = 7, 5th = 6, 6th = 5, 7th =4, 8th=3, 9th = 2, 10th =1
Placings are: Sr. 1 A&B, Sr. A&B, Jr. A&B, Pee Wee A&B
Rule 11. The division where a rider has the most points for the year shall count towards the Year End Awards. All other points in other divisions shall not count for Year End Awards.
Rule 12. To qualify for Year End Awards, a rider shall meet the following requirements:
A. Shall be a current paid member
B. Shall have attended at least 4 business meetings. With the option to pay the amount of $10.00 per member per missed meeting up to 3 meetings with the requirement that the amount has to be paid in full by the end of the November meeting. Members under 11 years of age shall be represented at 4 business meetings by a parent or legal guardian. The parent shall have one vote no matter how many of their children are under 11. A parent or legal guardian may appoint a family member to represent their 11 and under member to qualify for the business meeting requirement for no more than 2 out of the 4 meetings required.
C. Shall have attended 51% of the gymkhanas.
It is the rider’s responsibility to keep track of the number of meetings they have attended and which horse they have ridden at which gymkhanas.
Rule 13. Points for Year End Awards shall begin on the day membership is paid, prior to games starting.
Rule 14. All points for Awards shall be counted after each gymkhana and available at the next gymkhana day, except for the last gymkhana of the year, which may be obtained at the next business meeting.
Rule 15. Points shall be carried through out the year for Hager and Year End Awards.
Rule 16. No consumption of alcoholic beverages at TDSC events.
Rule 17. Riding and non-riding members must have attended four meetings to be able to vote in December. (Member in good standing).
DIVISION AND TIME BREAKS
Rule 1. All reruns for any reason shall be considered a new run. No penalties or clean runs shall be carried over.
Rule 2. In event of reset of course all contestants who previously had run shall rerun on the corrected course.

When using poles: from center of pole base.
DEFINITON OF “OFF COURSE”
The course must be run in accordance with the prescribed patterns. A horse is on course when any part of the horse crosses the start/ finish line. It remains on coarse as long as it is run in accordance with the prescribed pattern for the event being run until every part of the horse crosses the start/ finish line. If a rider goes off course, but corrects the course and completes the prescribed pattern, there will be no disqualification or penalty.
